Toggle non-refundable

https://api.lootlocker.com/admin/game/{game_id}/catalog/item/{id}/non-refundable

Flips the non_refundable flag on a catalog item. If the item is
currently refundable it becomes non-refundable, and vice-versa.
No request body is required.
